All commands are sent to oer by either as public messages on the channel or privately with /msg. Some commands require that they be sent as private messages. These include the wall command, commands dealing with passwords, etc. If the command is sent to the channel the command is to be prefixed either with the command prefix (which is by default !) or oer's current nick. The channel name should be omitted when you send commands to the channel. In the /msg case usually the channel is the first argument to the command.

Some commands accept a variable amount of arguments in which case the argument list ends with []...

The list command
 
Some list commands will accept a positive number as the last argument. This number will be used as a beginning position for the listing.
  • list admins
